The names are engraved in batches on the plain panels-as the new commemorations are found.  No order as such.
I'll be going back to see if they update panels with new names to replace those where burials are found. eg Joseph Locker.  I suspect this may be why there is no particular order to the panels / names.

It must be difficult to deal with this memorial where commemorations should hopefully be replaced when / if graves are found.
