It looks like the Council is just letting the building become more derelict.  I believe the collection is safe in storage but there seems little prospect of the museum being reinstated.  The Council has a difficult quandry.  Thanks for posting, Neil.

A great shame!
A building should never be let to deteriorate like that - it costs so much more to renovate and repair than it would have to have maintained it in good order in the first place.
I worry for the museum though!

The Government appear to be providing funds for the regeneration of Ashton

"Restoring Ashton Town Hall

The allocation is planned to support repairs to the roof and other restoration works. The works will help bring Ashton Town Hall back into public use and include the restoration of the art gallery and the Museum of Manchester Regiment"
