re enlistment at The Swan Hotel, Oldham

Any idea who the recruiting officer was?  my great great uncle William Bailey was the recruiting officer for Oldham but I never thought of him working from licenced premises

To Pamela Woods re The Swan Hotel an extract from The Oldham Evening Chronicle Oct. 15th 1962 Titled People and Places through a century of Oldham history :-

"A few doors away there was the Swan Hotel which was last licenced in 1913. It was taken over as headquarters by the Army when conscription was adopted.
Among my souveniers was a summons in which I was addressed as a private and told to report to The Swan Inn at a certain time. When men had reported here they were marched away by Sergeant Bailey to a railway station to join their regiments."
